Supply, Installation and Commissioning of On-Grid Solar Energy System for Bacha Khan University Charsadda

Bacha Khan University Charsadda invites E-Bids from eligible firms and bidders for the supply, installation, and commissioning of an On-Grid Solar Energy System at the university premises in Charsadda. This procurement is conducted under the KPPRA Procurement Rules 2014, amended to date, using a Single Stage Two Envelope Procedure. Items being procured: - Supply, Installation and Commissioning of On-Grid Solar Energy System with a PV System Size of 500 KWP The technical scope includes the complete supply and commissioning of a 500 KWP photovoltaic solar system designed to integrate with the university's grid. Bidders must be registered with the Pakistan Engineering Council in Category C-4 or above, holding valid PEC Registration Certificates with specialization codes EE-04, EE-06, EE-11, and CE-10. Additionally, registration with the Khyber Pakhtunkhwa Revenue Authority, Federal Board of Revenue (both STRN and NTN), Securities and Exchange Commission of Pakistan, Alternative Energy Development Board, and possession of a valid ISO-9001:2015 Quality Management Certificate are mandatory. An Electrical License from the Electrical Inspectorate Energy and Power KPK is also required. The bid security is 2% of the total bid cost. Bidders must submit their proposals in hard copy, sealed envelopes containing technical and financial bids, either by hand or registered mail/courier to the university's procurement office. The technical bids will be opened on 24th September 2026 at 11:00 AM in the presence of bidders or their authorized representatives at the Conference Hall of Bacha Khan University, Charsadda. Incomplete, conditional, or late bids will be rejected. The bid must be accompanied by the bid security in the name of Treasurer, Bacha Khan University Charsadda. Taxes including Income Tax, Professional Tax, Sales Tax, and Stamp Duty will be recoverable as per government directives. Interested bidders can seek clarifications via EPAD at least three days before the submission deadline. A practical tip for bidders: Ensure your bid security is properly prepared and submitted along with the hard copy bids, as E-Bids without bid security will not be entertained.
