Tender Description
The Federal Board of Revenue (FBR) Islamabad invites bids for the authorization of vendors for the supply, installation, and maintenance of a Production Monitoring System in the Household Electronics Sector. This system is intended for manufacturers operating in Pakistan and covers a wide range of household electronic appliances including air conditioners, refrigerators, washing machines, televisions, microwave ovens, and other notified products. The procurement is managed by the Federal Board of Revenue, located in Islamabad Capital Territory.
Items being procured:
- Design, supply, deployment, operation and maintenance of Electronics Manufacturing Production Monitoring System
- Hardware including industrial cameras, barcode/QR code printers and scanners, RFID devices, edge computing devices, servers, storage systems, networking equipment
- Software including serialization engines, verification systems, dashboards, analytics platforms, reporting tools
- Communications infrastructure including secure networking, VPN, firewalls, backup connectivity
- Installation, integration, commissioning, testing, training, operationalization, maintenance and technical support services
- Proof of Concept (POC) demonstration and testing at FBR-designated manufacturing facilities
The technical scope includes secure product serialization using QR Codes, Data Matrix Codes, digital stamps, RFID tags, computer vision, video-assisted verification, and centralized monitoring platforms. The system must provide real-time monitoring, auditability, exception reporting, and integration with FBR systems. Vendors must demonstrate operational capability through POC and meet minimum technical evaluation criteria including 70% technical score and successful POC.
Eligibility requires at least 5 years of experience in similar solutions, compliance with FBR's technical and security standards, and registration with relevant authorities. Bidders must submit bids online via e-PADS and also provide hard copies. A bid security of PKR 1,000,000 is required. The contract period is three years from authorization.
Key dates include a pre-bid meeting on 13th July 2026 at 14:30 in FBR House Islamabad with virtual attendance option, and bid submission deadline on 27th July 2026 at 14:00 hours. Bids will be opened publicly on the same day at 14:30 hours.
