Supply, Installation, Configuration & Commissioning of Network Infrastructure

The Independent System and Market Operator (Guarantee) Limited (ISMO) Islamabad Capital Territory invites sealed bids from eligible and qualified bidders for the procurement of network infrastructure under the contract reference P138405. This procurement covers the supply, installation, configuration, and commissioning of advanced network infrastructure equipment to enhance the operational capabilities of ISMO. Items being procured: - Access Switches: 3 units with 48×10/100/1000 Mbps Gigabit RJ45 PoE+ ports, 4×10GE SFP+ uplink ports, managed switch features including VLAN, QoS, ACL, dual power supply, and 1 year warranty. - Core Switch: 1 unit multilayer 3 managed switch with 24×100M/1G/2.5G/5G/10GBASE-T PoE++ ports, 4×25GE SFP28 uplinks, 2×100GE QSFP28 uplinks, stacking, dual hot-swappable power supplies, and 1 year warranty. - Wireless Controller License: 1 license for 32 APs. - Wireless Access Points: 19 units Wi-Fi 7 indoor enterprise APs with tri-band operation, multi-gigabit uplinks, PoE support, advanced security, and management features. - Keystone I/O and faceplates, patch panels (CAT6 and CAT6A), wall-mounted and floor network racks, CAT6 and CAT6A cables, patch cords, fiber optic cables and distribution frames. - UPS systems: 1KVA and 3KVA online UPS with SNMP cards and battery backup. - Smart Hybrid Light Fixed Dome Network Cameras: 22 units. - NVR: 1 unit 128 channel with RAID support, facial recognition, 8K HDMI output, redundant power supply, and 2×8TB surveillance grade hard drives. - Additional switch and wireless bridge equipment with specified technical features. - Complete installation, termination, labeling, configuration, and testing of structured cabling and active/passive equipment as per ANSI/TIA standards including Fluke test reports. The technical scope includes delivery of brand new, genuine, and original equipment with full compliance to specifications, installation at ISMO premises on Pitras Bukhari Road Sector H-8/1 Islamabad, configuration, and commissioning. Bidders must be authorized distributors or partners of OEMs, have minimum 3 years relevant experience, valid NTN and STRN registrations, and operational office in Islamabad/Rawalpindi with qualified technical staff. Bid security of PKR 366,509 is required. Bids must be submitted electronically via EPADS v2.0 portal by Tuesday, October 13, 2026 at 11:00 AM. Manual bids will not be accepted. Technical and financial bids will be opened on the same day at 11:30 AM.
