Tender Description
COMSATS University Islamabad Attock Campus invites bids for the design, supply, installation, testing, commissioning and operation & maintenance of a 400 kW net-metering based on-grid Solar PV System at its Attock City campus in Punjab. The project includes solarization of three academic blocks with a total capacity of 400 kW. Items being procured:
- PV Modules (Tier-1, 650 W or higher, N-Type Half Cut Cell, 23% efficiency minimum)
- Three Phase Grid Tied Hybrid Inverters with remote monitoring
- Data Logger
- Genset Auto Synchronization Controller
- Lightning Arresters
- 0.4kV LV Panels with SPD
- DC and AC cables, cable trays, conduits, earthing wires
- Bi-directional Net Meter
- Motorized Panel Cleaners
- Installation, Testing, Commissioning, O&M services including cleaning and monitoring
The technical scope covers supply and installation of PV modules, mounting structures, DC/AC cabling, inverters, earthing, protection devices, and net metering application and installation. The mounting structures are hot dip galvanized steel designed to withstand wind speeds up to 160 km/h. The system includes online real-time monitoring with data logging and reporting. The contractor must comply with NEPRA and IESCO regulations for net metering and safety.
Eligibility requires registration with FBR (Active Taxpayers List), SECP, and PEC C5 or above with relevant codes. Bidders must have completed at least five solar projects in the last five years with minimum capacities as specified. Financial soundness includes audited reports with average turnover of Rs. 100 million or above for last three years. Technical evaluation is on a pass/fail basis with minimum scores in experience, personnel, equipment, financial soundness, and project management.
Key dates include a pre-bid meeting on 2026-09-03 at 1100 hours at CUI Attock Campus. Bids must be submitted to COMSATS University Islamabad Attock Campus, University Road, Farooq Azam Colony, Attock City, Punjab. The bid validity period is 120 days. Performance security is 10% of contract price. The contract completion time is 180 calendar days from site handover.
Bidders should carefully prepare technical and price bids as per instructions. The bid security amount is PKR 1,200,000. The contract will be awarded to the lowest evaluated responsive bidder meeting all criteria.
