Tender Description
The Quetta Electric Supply Company (QESCO) is procuring a comprehensive Asset Performance Management System (APMS) for general duty transformers of 25kVA, 50kVA, 100kVA, and 200kVA capacities in Quetta, Balochistan. This procurement covers supply, installation, testing, and commissioning of APMS units along with allied materials and services as a complete end-to-end solution. The project includes deployment on multiple feeders within the Central Circle of QESCO Quetta, with a total of 563 transformers to be equipped.
The technical scope involves provision of APMS units compliant with PPMC-DS-01:2026 specifications, including instrument transformers, power cables of various sizes, PG connectors, and complete installation services. The system must integrate with existing Meter Data Management (MDM) infrastructure and comply with UDIL protocols. Communication modules must be PTA approved with 4G/2G compatibility. The APMS must ensure data security, encryption, and cyber security measures, with a warranty period of five years for APMS units and two years for cables and connectors.
Eligible bidders must be registered with PPMC/NGC/DISCOs/WAPDA formations in relevant PEC categories (M1/M2/M5/M9) and possess valid prototype approvals or obtain them from PPMC Design and Standards. Experience of at least one contract in the last five years involving supply, installation, testing, and commissioning of APMS or smart energy meters is mandatory. Bidders must submit technical data, project implementation plans, and comply with bid security requirements.
The bid submission deadline is Monday, May 25, 2026, at 02:00 PM via EPADS v2.0, with bid opening at 02:30 PM the same day. Manual submissions are not accepted. The bid security must be physically submitted to QESCO HQ, Zarghoon Road, Quetta before the deadline. Bidders are advised to register on EPADS early and ensure compliance with all technical and administrative requirements. A practical tip for bidders is to prepare a detailed implementation plan demonstrating capability to complete the project within 45 calendar days, including manufacturing, installation teams, daily progress targets, and testing schedules to enhance evaluation prospects.
