Supply and Installation of UPVC Pipe 3 Inch Diameter District Mastung Under BSDI Program FY 2026-27

The Deputy Director Agriculture On Farm Water Management Mastung invites bids from eligible bidders for execution of works under BSDI Program for the financial year 2026-27. Items being procured: - Supply and Installation of UPVC Pipe 3 Inch Diameter for District Mastung under BSDI Program FY 2026-27 with an estimated cost of Rs. 11,435,540. The procurement is governed under BPP Rules 2014. Bidders must be present in the Active Tax Payer List and not blacklisted by any procuring agency of Pakistan. Balochistan Revenue Authority registration is mandatory. The bidder must have completed 4 assignments of similar nature with a turnover of at least PKR 8,004,878 in the last three years demonstrating financial capacity. Registration with Pakistan Engineering Council (PEC) category C-6 and above (up to 25 million) is required in relevant categories CE09(ii) Water Supply and CE10(i) General Civil Engineering Works. The bidding firm must submit audit reports or audit balance sheets for FY 2022-23, 2023-24, and 2024-25. The method of procurement is Single Stage Two Envelope bidding procedure. Bid security of 2% of the estimated cost must be submitted in the form of Bank Guarantee or Deposit at Call. Tender documents can be obtained from the office of the undersigned. Issuance of tender documents is available from the date of publication of NIT until 24 August 2026 during office hours on working days. The last date for bid submission is 24 August 2026 till 11:00 AM, with tender opening at 12:00 PM on the same day at the office of the Deputy Director Agriculture OFWM Mastung. A practical tip for bidders: Ensure all rates are quoted in the BOQ as incomplete or partial rates may lead to disqualification. Also, registration with the Electronic Public Procurement System of BPPRA is mandatory; unregistered bidders will not be entertained.
