Tender Description
The National Telecommunication Corporation (National Telecom Corporation (NTC)) Islamabad invites bids for the supply of IP PBX and SIP Phones for installation at Pakistan Digital Authority. This procurement is planned for the financial year 2026-27 and aims to enhance telecommunication infrastructure at the specified site.
Items being procured:
- IP PBX (Quantity: 1 unit)
- SIP Phones (Quantity: 50 sets)
The IP PBX must be hardware-based, on-premises, supporting SIP standards (RFC 3261 and higher), with a user capacity of 50 SIP users scalable up to 150, and concurrent sessions of at least 30. Network features include minimum 2 Gigabit Ethernet NIC ports, support for NAT router modes, AC or DC power supply, and multiple network protocols such as TCP/UDP/IP, RTP, DHCP, HTTP/HTTPS. Capacity requirements include 60 SIP trunks scalable to 120, support for 2 ISDN PRIs, 4 or more FXO and FXS ports, and voice codecs including G.711A, G.711µ, G.729, and G.722. Telephony features include call forwarding, transfer, hold, park, pickup, conferencing, caller ID, DND, call queue, voicemail, speed dial, IVR, and CDR reporting. Management interfaces include Web GUI or NMS with provisioning and alarm monitoring capabilities. Compliance with PTA regulations and English language support is mandatory.
The SIP Phones must support SIP voice protocols, TCP/IP/UDP network protocols, interworking with PBX, user and administrator password security, programmable feature keys, HD wideband audio, echo cancellation, noise reduction, call handling features, Fast or Gigabit Ethernet interfaces, PoE support, Wi-Fi 802.11, web GUI configuration, centralized firmware updates, LCD display, and English language support.
Bidders must be registered with FBR for NTN and GST, have a backup support office in Islamabad, and must not be blacklisted or involved in litigation with any government organization. Required documents include a filled Bill of Quantity, bid security of Rs. 26,000, GST & NTN certificates, previous supply records, company profile, and legal certificates regarding blacklisting and business relations.
The bid submission deadline is Wednesday, August 19, 2026, at 10:30 AM via EPADS v2.0. Bids will be opened the same day at 11:00 AM. Manual submissions are not accepted. The procurement will follow Least Cost Based Selection (LCBS) methodology.
