Tender Description
Pakistan LNG Limited (PLL) invites bids from qualified LNG suppliers for the supply of Liquefied Natural Gas (LNG) on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) terminal located at Port Qasim, Karachi. This procurement is specifically for one cargo of LNG under a master sale and purchase agreement (MSPA) with confirmation notices. The scope includes delivery to the LNG terminal or any other LNG terminal within Pakistan as advised by PLL.
Bidders are required to submit a comprehensive bid package including a Bid Cover Letter, Technical Information Cover Letter, Commercial Offer Letter, and a duly initialed Confirmation Notice. Each bid will be evaluated separately for the respective cargo, with commercial offers assessed on the basis of the lowest contract price in US$/MMBtu. The tender demands strict adherence to the bid document terms, and any conditional bids may be rejected.
Eligible bidders should be registered LNG suppliers with proven experience in international LNG supply and delivery. Compliance with FBR registration and relevant certifications is expected. The tender does not specify PEC categories but requires bidders to demonstrate capability in LNG supply and logistics.
The submission deadline is set for 7th November 2023 at 23:59:59. Bids must be submitted in the prescribed format as detailed in the bid document annexures. Interested suppliers should carefully review the technical and commercial requirements to ensure full compliance.
A practical tip for bidders is to ensure that all parts of the bid, especially the Confirmation Notice and Commercial Offer Letter, are accurately completed and signed as per instructions. This will prevent disqualification due to incomplete documentation and demonstrate professionalism to PLL procurement officials.
