Pakistan LNG Limited (PLL) is procuring one cargo of Liquefied Natural Gas (LNG) on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This procurement is specific to the supply of LNG cargoes for delivery between 30 June 2026 and 4 July 2026. The tender is issued by PLL, a public sector entity under the Ministry of Energy (Petroleum Division), responsible for managing LNG supply chains in Pakistan. The technical scope includes delivery of approximately 140,000 cubic meters of LNG per cargo with a tolerance of plus or minus 10 percent. The LNG will be delivered to the floating storage and regasification unit (FSRU) at Port Qasim, which has a peak regasification capacity of 750 million standard cubic feet per day. Bidders must provide detailed technical and commercial offers including executed Master Sale and Purchase Agreement (MSPA), standard confirmation notices, and evidence of having delivered at least eight LNG cargoes in the last 24 months. The LNG carriers proposed must comply with Port Qasim Authority's regulations and terminal operating procedures. Eligibility requires bidders to have executed the MSPA with PLL, be registered with FBR and ATL, and submit a bid bond of USD 300,000 from a scheduled bank with a minimum AA credit rating. The tender follows a single stage two envelope process with separate technical and commercial bids. The deadline for bid submission is 29 June 2026 at 1500 hours PST, with technical bids opened at 1530 hours the same day. Bids must be submitted physically to the Head of LNG Procurement at Petroleum House, Islamabad. Email submissions are not allowed. A practical tip for bidders is to ensure strict compliance with the bid document terms, especially regarding the execution and submission of MSPA and bid bonds, as any conditional or incomplete bids will be rejected.
