Tender Description
Pakistan LNG Limited (PLL), a public sector entity under the Ministry of Energy (Petroleum Division), Government of Pakistan, invites bids for the supply of LNG spot cargo on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This tender is specifically for one cargo with a delivery window from 21 to 22 July 2026. The procurement is managed by the Head of LNG Procurement at PLL's office in Islamabad.
Items being procured:
- One LNG cargo of volumetric quantity 140,000 m3 (+/-5%) to be delivered at Port Qasim LNG terminal
The technical scope includes supply of LNG meeting specifications as per the Master Sale and Purchase Agreement (MSPA) Annex-B, delivery via LNG carriers compliant with Port Qasim Authority parameters, and adherence to terminal regulations. Bidders must provide details of the LNG carrier including name, dimensions, volumetric cargo capacity, boil-off rate, and heel retention. The LNG will be delivered to the floating storage and regasification unit (FSRU) at Port Qasim, which has a storage capacity exceeding 170,000 m3 and peak regasification capacity of 750 mmscfd.
Eligibility criteria require bidders to have executed the MSPA with PLL, submit a Standard Confirmation Notice, provide evidential proof of delivery of at least eight LNG cargoes in the last 24 months, and submit a bid bond of USD 300,000 or a swift message for issuance of the bid bond. The bid bond must be from a scheduled bank with a long-term credit rating of at least AA. Successful bidders will be required to furnish a performance guarantee of 10% of the contract value.
