Tender Description
Pakistan LNG Limited (PLL), a public sector entity under the Ministry of Energy (Petroleum Division), Government of Pakistan, invites bids for the supply of Liquefied Natural Gas (LNG) spot cargoes on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited (PGPCL) Terminal located at Port Qasim, Karachi. This tender specifically targets LNG suppliers capable of delivering three separate cargoes within defined delivery windows from late April to mid-May 2026. The technical scope includes the supply of LNG cargoes each with a volumetric quantity of approximately 140,000 cubic meters (+/-2%), delivered via LNG carriers compatible with the terminal and port requirements. The LNG must meet strict specifications as per the Master Sale and Purchase Agreement (MSPA) and Confirmation Notice, including quality parameters and compliance with international maritime and safety standards. Bidders must demonstrate eligibility by providing evidence of at least eight LNG cargo deliveries in the past 24 months, executed MSPA, and a bid bond of USD 300,000. The tender process follows a single stage two envelope system requiring separate technical and commercial bids. Key dates include the bid invitation on 23 April 2026 and bid submission deadline at 1400 hours PST on 24 April 2026, with technical bids opened at 1430 hours the same day. Bids must be submitted physically to the Head of LNG Procurement at PLL's office in Islamabad; email submissions are not accepted. A practical tip for bidders is to ensure strict compliance with the technical bid requirements and timely submission of original MSPA documents if scanned copies are submitted initially, as non-compliance leads to bid rejection. The tender emphasizes the importance of understanding local port conditions, terminal regulations, and LNG carrier compatibility to avoid disqualification. The contract award will be based on the lowest contract price in US$/MMBtu offered by compliant bidders for each cargo. PLL reserves the right to modify tender terms and cancel the process without liability. This tender represents a significant opportunity for LNG suppliers to engage with Pakistan's key LNG importer and contribute to the country's energy security.
