Tender Description
Pakistan LNG Limited (PLL) is procuring LNG spot cargoes on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited Terminal located at Port Qasim, Karachi. This procurement is specific to the supply of liquefied natural gas (LNG) for two cargo delivery periods in May 2026. The tender invites bids from qualified LNG suppliers to supply LNG volumes of approximately 140,000 cubic meters per cargo with a delivery window of two days each, scheduled between 12-14 May and 24-26 May 2026.
The technical scope includes compliance with the LNG specifications as per the Master Sale and Purchase Agreement (MSPA) and delivery at the PGPCL Terminal. Bidders must provide detailed technical information including executed MSPA, confirmation notices, and evidential proof of delivering at least eight LNG cargoes in the last 24 months. The LNG carriers proposed must comply with Port Qasim Authority regulations and terminal requirements. The contract price will be evaluated on the lowest US$/MMBtu offered.
Eligibility requires submission of a bid bond of USD 300,000 via an unconditional bank guarantee from a scheduled Pakistani bank with a minimum AA credit rating. Bidders must be registered with FBR and demonstrate relevant experience. The tender follows a single stage two envelope process with separate technical and commercial bids. The deadline for bid submission is 07 May 2026 at 1400 hours PST, with bids to be delivered to the Head of LNG Procurement at Petroleum House, Islamabad.
A practical tip for bidders is to ensure strict compliance with the bid submission format and timelines, as conditional bids or incomplete documentation will be rejected. Also, bidders should verify the latest Port Qasim Notice to Mariners and terminal regulations to avoid disqualification due to non-compliance of LNG carrier specifications or delivery procedures. This tender offers a significant opportunity for LNG suppliers to engage with a key public sector entity under the Ministry of Energy, with clear procedural guidelines and evaluation criteria.
