Tender Description
Pakistan LNG Limited (PLL) is procuring LNG spot cargoes on a Delivered Ex Ship (DES) basis at the Pakistan Gas Port Consortium Limited Terminal located at Port Qasim, Karachi. This procurement is specific to the supply of liquefied natural gas (LNG) cargoes to be delivered during two specified delivery periods in May 2026. The tender invites bids for two LNG cargoes, each with a volumetric quantity of approximately 140,000 cubic meters, to be delivered within defined windows from 12-16 May and 24-28 May 2026.
The technical scope includes compliance with the LNG specifications as per the Master Sale and Purchase Agreement (MSPA) annexed to the bid document. Bidders must provide detailed technical information including executed MSPA, confirmation notices, and evidential proof of delivery of at least eight LNG cargoes in the last 24 months. The LNG carriers proposed must comply with Port Qasim Authority regulations and terminal requirements. The contract price will be evaluated based on the lowest offered price in US$/MMBtu.
Eligibility criteria require bidders to have executed the MSPA with PLL, be registered with FBR/ATL, and demonstrate relevant experience through delivery documentation. A bid bond of USD 300,000 is mandatory, with successful bidders required to furnish a performance guarantee of 10% of the contract value. Bids must be submitted in two envelopes: Technical Information and Commercial Offer, by 1400 hours PST on 11 May 2026 at PLL's office in Islamabad.
