Tender Description
The Baluchistan Institute of Child Health Services Quetta (BICHQ) invites sealed bids from well-reputed and registered firms, medical stores, and suppliers engaged in the business of medicines under the Baluchistan Health Card Program (BHCP) for the Empaneled Hospital BICHQ Quetta. The procurement process follows BHCP Policy Guidelines 2024 issued by the Health Department Government of Baluchistan.
Items being procured:
- Medicines and consumables for local and imported items
The firm must be registered with the Income Tax Department and listed as an Active Taxpayer with FBR, holding a valid ISO 9001 Certificate. A minimum of 10 years of experience in Government public sector hospitals is required; private sector experience will not be counted. The firm must hold a valid Drug Sales license from the Health Department or other relevant authorities. The shelf-life of medicines must be 75-80% from the date of supply. Compliance with cold chain protocols during transit of sensitive medicines and vaccines at their cost and risk is mandatory.
The bidder must submit turnover certificate of bank account, fixed bid security of Rs. 1,000,000 in the form of pay order/demand draft/bank guarantee from a scheduled bank in favor of Chief Executive Officer BICHQ. Bids without bid security will be rejected. All supplied items must be registered with the Drug Regulatory Authority. Medicines can be obtained from the store department during official timings after payment of Rs. 300. Declaration on affidavit duty signed by Notary Public or Oath Commissioner on Rs. 100 stamp paper declaring the firm is not blacklisted or penalized is required.
The procurement process is single-stage, two-envelope (Eligibility and Financial) procedure. The financial quotation must include the lowest possible rates sustained for at least 12 months. Approval after comparative assessment will be granted by the designated procurement committee with prior approval of the chairman of Fund Utilization Committee. Payments will be made within 120 days of supply completion via bank transfer to the firm's valid account.
Submission Deadline: Quotations must be submitted by date 29.08.2026 no later than 11:00 am at the office of the undersigned.
Quotation Opening: Technical proposals will be opened on 31.08.2026 at 12:00 Noon in presence of the designated Hospital Procurement Committee and BHCP representatives at BICHQ Admin Block, Patel Bagh Quarry Road.
