Supply of Microsoft Office 365 Licenses, Operations Support, and Migration Services

The Higher Education Commission (HEC) Islamabad invites bids from eligible Microsoft Authorized Licensing Solutions Partners (LSPs) for the supply of Microsoft Office 365 licenses under the Enrollment for Education Solutions (EES). Alongside this, the contract includes operations support, migration services, and capacity building under the Education Transformation Agreement (ETA). Items being procured: - Microsoft Office 365 licenses - Operations support services - Migration services The project involves managing HEC's existing centralized Microsoft 365 tenants, currently hosting over 200 institutions, while executing a strategic separation and migration of universities into their own independent tenants. The selected bidder will be responsible for supplying and provisioning EES licenses, managing the central tenant and its infrastructure, executing tenant-to-tenant migrations upon demand, and delivering ETA training activities. This approach ensures seamless service delivery, robust security, and digital autonomy across Pakistan's higher education sector. Bidders must be duly recognized bodies in Pakistan, registered with FBR for tax purposes, and possess sufficient financial, technical, and human resources to complete the project within the prescribed time. The bidding document detailing terms, conditions, procurement method, bid security, validity, evaluation criteria, and performance guarantee can be downloaded free of cost from www.hec.gov.pk and ppra.gov.pk. Participation requires online application through the EPADS portal only. Bids must be submitted via the PPRA EPADS (e-Pak Acquisition and Disposal System) portal, along with a scanned Pay Order/Bank Draft of Rs. 3,000,000/- in favor of the Director General (Finance), Higher Education Commission, Sector H-9, Islamabad. The deadline for submission is September 29, 2026, 11:30 AM. Bids will be opened the same day at 12:00 PM at the HEC Auditorium Block, Sector H-9, Islamabad. The original physical Bid Security of Rs. 3,000,000/- must be submitted in person to the Central Procurement Cell (CPC), Basement, Executive Block, HEC, H-9, Islamabad by September 29, 2026, 11:30 AM. Failure to submit the original Bid Security on time will result in rejection. A pre-bid meeting will be held on Thursday, September 17, 2026, at 11:00 AM at PERN Secretariat, Higher Education Commission, Sector H-9, Islamabad. The meeting link is provided in the notice. HEC reserves the right to accept or reject any or all bids at any stage as per PPRA rules 2004.
