Tender Description
The Directorate of Procurement (Navy), Islamabad, is procuring NIV Cardiac medical stores and equipment for the fiscal year 2026-27. This tender specifically targets suppliers capable of providing a comprehensive range of cardiac-related medical items as detailed in Annex A of the tender documents. The procurement is based in Islamabad and requires strict adherence to the technical and commercial specifications outlined by the Directorate.
The technical scope includes supply of 17 different items such as reinforced aortic cannulas, venous cannulas, femoral arterial and venous cannulas, and guiding catheters among others. All items must comply with the Generic nomenclature as per PVMS/NIV lists and have a minimum shelf life of two years at delivery, with specific exceptions for surgical disposables and lab kits. Packaging must be sealed and labeled according to the Drugs Act 1976, and delivery will be on a quarterly basis or as per supply orders during the period from 1st July 2026 to 30 June 2027.
Eligibility criteria require firms to be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayers List (ATL). Firms must also be registered or willing to register with the Directorate General Defence Purchase (DGDP) and provide valid licenses such as Drugs Manufacturing License, GMP certificates, and ISO certifications. Experience in supplying similar medical stores and compliance with quality assurance standards are mandatory. Earnest Money in the form of a Call Deposit Receipt (CDR) must accompany the bid as per the specified rates.
The tender will be published on 30th October 2025, with a closing date and time of 5th June 2026 at 10:30 AM. Bids must be submitted in sealed envelopes at the Directorate of Procurement (Navy), Bahria Gate, Naval Residential Complex, Sector E-8, Islamabad. Technical offers will be opened first, followed by commercial offers of technically qualified firms. Late submissions will not be entertained.
A practical tip for bidders is to ensure that the technical offer is complete and strictly follows the format provided in Annex-A of DP-2, including all required documents such as Earnest Money proof, technical specifications, and manufacturer details. Incomplete or non-compliant technical offers will lead to disqualification. Also, bidders should verify that all certificates and licenses are valid and attached to avoid rejection. Attention to detail in packaging and labeling will facilitate smooth inspection and acceptance.
