Tender Description

The Directorate of Procurement (Navy), Islamabad, invites sealed bids for the supply of NIV Dressing medical stores as per Tender No. 2583062/R-2511/380178/A dated 24 Oct 25. This procurement is specifically for medical supplies required by the Pakistan Navy in Islamabad. The tender covers seven items of medical stores including abdominal sponges, external catheters, plasty bells, hemorrhoid rubber bands, PAP masks, urine containers, and non-adhesive skin traction for pediatric use. The technical scope requires firms to submit detailed technical offers in duplicate, including all relevant certificates such as DRAP license, DGDP registration, NTN, GST, and active taxpayer certificates. The supplies must comply with generic nomenclature as per PVMS/NIV lists and have a minimum shelf life of two years or as specified. Delivery is scheduled for the financial year 2026-27, from 1st July 2026 to 30th June 2027, with quarterly supply orders. Inspection and quality assurance will be conducted by designated authorities, and suppliers must ensure proper packaging, labeling, and cold chain compliance where applicable. Eligibility criteria include valid PEC category for medical supplies, registration with DGDP (provisional or permanent), and active registration on the FBR Active Taxpayers List. Firms must demonstrate financial capability and experience in supplying similar medical stores. Earnest money in the form of a Call Deposit Receipt (CDR) is mandatory, with rates varying by firm registration status. The tender submission deadline is 5th June 2026 at 1030 hours, with bids to be delivered to the Directorate of Procurement (Navy) at Bahria Gate, Naval Residential Complex, Sector E-8, Islamabad. Bidders must submit technical and commercial offers in separate sealed envelopes as per the two-envelope procedure. The technical bid will be opened first, followed by the commercial bid of technically qualified firms. A practical tip for bidders is to ensure strict compliance with the tender instructions, especially regarding the submission of all required documents and the proper sealing and marking of envelopes. Non-compliance or incomplete submissions may lead to outright rejection. Early submission and confirmation of receipt with the procurement office can help avoid disqualification due to postal delays.
