Tender Description

The Directorate of Procurement (Navy), Islamabad, is procuring a NIV Lab Kit comprising five medical store items as per the detailed specifications in Annex A. This procurement is specifically for the Pakistan Navy Medical Stores Depot (PNMSD) and PNS Hafeez in Islamabad Capital Territory. The tender covers supply of medical stores including GALECTIN-3 Antibody, Progressive Staining Small Kit, NUT IHC Antibody, BCOR IHC Antibody, and SDH 1 IHC Antibody with required quantities and specifications. The technical scope requires compliance with PVMS/NIV lists, ensuring minimum shelf life of 2 years or specified exceptions, proper packaging, labeling, and delivery within the financial year 2026-27. Inspection and quality assurance will be conducted by PNMSD and PNS Hafeez with strict adherence to national and international standards including cold chain facility where applicable. Firms must submit technical and commercial offers in separate sealed envelopes following the Single Stage - Two Envelope bidding procedure. Eligibility criteria include valid registration with DGDP (permanent or provisional), active tax payer status on FBR's ATL, NTN and GST certificates, and relevant licenses such as DRAP license for distributors and manufacturing licenses for manufacturers. Firms must demonstrate financial capability, experience, and compliance with GMP and ISO certifications. Earnest Money Deposit (EMD) is required as per firm category with specified ceilings. Delivery period is from 1st July 2026 to 30th June 2027. The tender submission deadline is 09th June 2026 at 1030 hours at the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad. Bidders should ensure all documents including DP-1, DP-2, DP-3 forms, technical offers, and earnest money are properly prepared and submitted. A practical tip for bidders is to carefully follow the technical offer format and avoid any amendments to PVMS numbers or generic names to prevent disqualification. Early submission and confirmation of receipt are advised to avoid rejection due to late delivery. This tender offers a significant opportunity for qualified suppliers to engage with the Pakistan Navy for medical supplies under clear terms and conditions governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024).
