Tender Document
Tender Description
The Directorate of Procurement (Navy), Islamabad, is procuring a comprehensive NIV Lab Kit comprising six essential medical store items for use in laboratory diagnostics. This procurement is specifically for the Directorate of Procurement (Navy) located in Islamabad Capital Territory. The tender includes supply of various IHC antibodies and blood collection sets suitable for infants, children, and elderly patients. The technical scope requires suppliers to provide items with a minimum shelf life of two years or as specified, with proper packaging and labeling in compliance with Drugs Act 1976. Delivery is scheduled for the financial year 2026-27, from 1st July 2026 to 30th June 2027, with supply orders issued quarterly or as required.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayers List (ATL). Firms should preferably be registered with the Directorate General Defence Purchase (DGDP) or willing to register provisionally. Suppliers must submit a valid Drugs Manufacturing License or Drug Sale License, GMP certificates, ISO certification, and provide evidence of financial health including audit reports and turnover. Earnest Money in the form of a Call Deposit Receipt (CDR) is mandatory, with rates varying by firm registration status.
The tender follows a Single Stage - Two Envelope bidding procedure under PPRA Rule 36(b), requiring separate sealed technical and commercial offers. Technical offers must comply fully with specifications and include all required documentation such as DP-1, DP-2, and DP-3 forms. Commercial offers will only be opened for technically qualified firms. The submission deadline is 5th June 2026 at 1030 hours at the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad.
A practical tip for bidders is to ensure that the technical offer is complete and strictly adheres to the format and documentation requirements, including proper marking and sealing of envelopes. Incomplete or conditional offers risk rejection. Also, attach the treasury challan and earnest money in separate sealed envelopes as specified to avoid disqualification. This attention to detail can significantly improve chances of success in this competitive procurement.
