Tender Description
Sindh Bank Limited is procuring Supply and Personalization of PayPak Hari Debit (EMV + NFC) Cards in Karachi, Sindh. The procurement involves supplying 500,000 dual interface debit cards with specifications including JavaCard 3.0.4 platform, EMV compliance, Mifare compatibility, and magnetic stripe encoding. Personalization services include printing cardholder data, embossing, indenting, tipping, chip and magstripe encoding, and CVV printing as per PayPak standards. The bank requires original and genuine items with delivery within 4 weeks and a minimum daily personalization capacity of 11,000 cards including packing. The vendor must provide a one-year license, warranty, and 24/7 onsite support, extendable at the bank's discretion, starting from the completion certificate date. An Annual Maintenance Contract (AMC) for three years will follow the warranty period. Eligibility criteria include at least 5 years in business, minimum turnover of PKR 30 million, valid NTN and GST registration, Karachi office, valid manufacturing certificates, ISO certification, and authorization from PayPak and 1 Link. Bidders must submit earnest money in the form of CDR/Bank Guarantee/Demand Draft/Pay Order equal to 5% of the contract price. The tender follows a single stage one envelope procedure with bids submitted online via EPADS by 30 June 2026 at 10:30 AM, with opening at 11:00 AM the same day at Sindh Bank Head Office, Karachi. No advance payment will be made; payments will be processed upon delivery and acceptance. Bidders are advised to upload bids well before the deadline to avoid technical issues.
