Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids for the supply of PVMS Dressing medical stores as per tender number 2583035/R-2511/380158/A dated 22 Oct 25. This procurement is specifically for the Directorate of Procurement (Navy) located at Naval Residential Complex, Sector E-8, Islamabad Capital Territory. The tender covers 13 different medical store items including various sizes of knife blades, bandages, silk black sutures, operation caps, and developing kits for auto processors. The supply is scheduled for the financial year 2026-27, with delivery expected between 1st July 2026 and 30th June 2027.
The technical scope requires firms to submit detailed technical offers including brand names, manufacturers, and compliance with PVMS/NIV lists. All medical stores must have a minimum of 70% remaining shelf life at delivery, with specific exceptions for surgical disposables and lab kits. Suppliers must ensure proper packaging, labeling, and cold chain compliance where applicable. Inspection and quality control will be conducted by PNMSD and PNS Hafeez, with random testing by AFMSL/DTL. Delivery will be accepted only during specified hours and no supplies on public holidays.
Eligibility criteria include valid registration with DGDP (permanent or provisional), active tax payer status on FBR's ATL, and compliance with licensing and certification requirements such as GMP and ISO certificates. Firms must provide earnest money in the form of a Call Deposit Receipt (CDR) as per tender conditions. The tender follows a single stage two envelope bidding procedure, with technical offers evaluated first and only technically accepted firms considered for commercial bids.
The tender closing date is set for 19 May 2026 at 10:30 hours, with bids to be submitted at the Directorate of Procurement (Navy) through Bahria Gate near SNID Centre, Naval Residential Complex, Sector E-8, Islamabad. Bidders are advised to carefully follow the instructions regarding bid preparation, submission, and documentation to avoid disqualification. A practical tip for bidders is to ensure that the technical offer is complete and strictly adheres to the format and requirements specified in the tender documents, as incomplete or non-compliant offers will be rejected outright.
This tender represents a significant opportunity for qualified suppliers of medical stores to engage with a key government procurement agency. Attention to detail, timely submission, and compliance with all regulatory and procedural requirements will be critical for success.
