The technical scope requires compliance with detailed specifications as per the PVMS/NIV lists, with emphasis on brand clarity, manufacturer details, and shelf life requirements. The delivery period is from 1st July 2027 to 30th June 2028. Firms must submit technical and commercial offers in separate sealed envelopes following the Single Stage Two Envelope bidding procedure. Earnest money in the form of a Call Deposit Receipt (CDR) is mandatory and must be submitted in a separate sealed envelope with the technical offer. The tender documents are available at the Directorate of Procurement (Navy) office in Islamabad and can be downloaded free of cost from the PPRA website.
Eligibility criteria include valid DGDP registration or willingness to register, active taxpayer status with FBR, and compliance with all technical and financial requirements. The tender emphasizes strict adherence to PPRA Rules 2004 and Defence Purchase Procedures. Bids must be delivered to the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad, by 1030 hours on 3rd November 2026. Technical bids will be opened at 1100 hours the same day. Late submissions will not be entertained.
A practical tip for bidders: Ensure that your technical offer is complete with all required documents, including treasury challan, DGDP registration, and manufacturer certificates, and that your commercial offer prices match the technical offer to avoid rejection. Attention to detail in packaging, labeling, and compliance with shelf life and quality standards will be critical during inspection and evaluation.
