Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, and suppliers registered with income tax and sales tax departments for the supply of PVMS Dressing items. This procurement is specifically for the Directorate of Procurement (Navy) located at Naval Residential Complex, Sector E-8, Islamabad. Items being procured include 28 different PVMS dressing products such as IV Cannula Size-18 and Size-22, Urine Bags 2000 ml, Foley's Catheters 2 Way Size-16 and Size-18, various sizes of Sterile Gloves (powdered and powder free), Knife Blades of multiple sizes, Cervical Collars (Large, Medium, Small), Dermopore Fixed Roll Cloth Bandage, Dressing Shells, First Aid Bandages, Elastic Bandages, and Paraffin Gauze Squares.
The technical scope requires compliance with detailed specifications as per the DP-2 form, including brand names, manufacturer details, and adherence to shelf life and packaging standards. Delivery is scheduled for the financial year 1st July 2027 to 30 June 2028. Eligibility criteria include valid DGDP registration or willingness to register, Active Taxpayers List (ATL) registration with FBR, and submission of earnest money as per category. The tender follows a Single Stage Two Envelope bidding procedure with separate sealed envelopes for technical and commercial offers.
Bidders must submit their proposals in sealed envelopes containing technical offers in duplicate, earnest money in a separate envelope, and commercial offers as per the instructions. The bids must reach the Directorate of Procurement (Navy) through Bahria Gate, Near SNID Centre, Naval Residential Complex, Sector E-8, Islamabad by 29 October 2026 at 1030 hours. Technical offers will be opened the same day at 1100 hours. The tender documents are available free of cost on the PPRA website (www.ppra.org.pk).
A practical tip for bidders is to ensure that all technical documents, including DP-1, DP-2, and DP-3 forms, are duly filled, signed, and stamped, and that the earnest money is submitted in a separate sealed envelope as specified. Non-compliance with these instructions may lead to rejection of the bid. Bidders should also carefully review the evaluation criteria and ensure compliance with all technical and financial requirements to enhance their chances of success.
