Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, and suppliers registered with income tax and sales tax departments for the supply of PVMS Dressing items. This procurement is specifically for the Directorate of Procurement (Navy) located at Naval Residential Complex, Sector E-8, Islamabad. Interested firms must submit their proposals in a sealed envelope containing three separate sealed envelopes: Technical Offer in duplicate, Earnest Money, and Commercial Offer. Items being procured include 20 different PVMS Dressing items such as Disposable Syringes (3 ml and 5 ml), Crepe Bandages of various sizes, Cotton Bandages (uncompressed), Bandage Suspensory, Compressed Gauze Ribbon, Absorbent Gauze Ribbon, Surgical Gauze (sterilized and unmedicated), Opsite dressings of various sizes, Sterilized Gauze Pack, and TED Stockings below knee.
The technical scope requires compliance with detailed specifications as per the attached DP-2 form, including brand names, manufacturer details, and strength/specifications. Delivery is scheduled from 1st July 2027 to 30th June 2028. Firms must be registered or willing to register with DGDP and must be on the Active Taxpayers List (ATL) of FBR. Earnest money must be submitted as a Call Deposit Receipt (CDR) in favor of CMA (DP), Rawalpindi, with amounts varying by firm registration status. The tender follows a Single Stage Two Envelope bidding procedure with technical offers evaluated first, followed by commercial offers of technically accepted firms. Delivery terms are FOR/DDP basis with 80% payment on inspection and 20% after issuance of CRV.
Key dates include the tender closing at 1030 hours and opening at 1100 hours on 29 October 2026. Bids must be delivered to the Directorate of Procurement (Navy) at Bahria Gate, Near SNID Centre, Naval Residential Complex, Sector E-8, Islamabad. Technical queries can be directed to OI/C PNMSD at PNS Shifa Karachi or Commandant PNS Hafeez Islamabad. A practical tip for bidders is to ensure all required documents, including treasury challan, DGDP registration, and technical compliance forms, are properly completed and submitted in the correct envelopes to avoid rejection. Strict adherence to the PPRA Rules 2004 and DPP&I-35 (Revised 2024) is mandatory throughout the bidding and contract process.
