Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, suppliers, and contractors registered with income tax and sales tax departments for the supply of PVMS Drugs. This procurement is specific to Islamabad and aims to fulfill the medical store requirements of the Pakistan Navy Medical Supply Depot (PNMSD) and related naval hospitals. The tender covers a wide range of pharmaceutical items as per the PVMS/NIV lists, including tablets, capsules, and other medicines with specified strengths and quantities.
The technical scope requires firms to submit detailed technical offers including brand names, manufacturers, and compliance with specifications. The medicines must have a minimum of 70% remaining shelf life at delivery, proper packaging, and labeling as per Drugs Act 1976. Delivery is scheduled quarterly from 1st July 2026 to 30th June 2027. Inspection and quality control will be conducted by the Pakistan Navy with random samples sent for testing at authorized labs. The supplier must ensure cold chain compliance for temperature-sensitive items.
Eligibility criteria include valid DGDP registration or willingness to register, NTN and GST registration, Active Taxpayer List (ATL) status, and compliance with Good Manufacturing Practices (GMP) and ISO certifications. Firms must not be blacklisted or have a history of substandard or spurious products. Earnest Money Deposit (EMD) is required as per firm category, with amounts ranging from 2% to 5% of quoted value subject to ceilings. Technical and commercial offers must be submitted in separate sealed envelopes following the Single Stage - Two Envelope bidding procedure.
The tender opening is scheduled for 5th May 2026 at 1100 hours at the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad. Bidders are advised to carefully follow the instructions regarding documentation, packaging, and submission deadlines. A practical tip for bidders is to ensure that the technical offer strictly matches the commercial offer in terms of brand names and specifications to avoid disqualification. Also, timely submission of all required certificates and earnest money in the prescribed format is crucial for eligibility.
This tender represents a significant opportunity for pharmaceutical suppliers to engage with a key government department under clear PPRA rules and Defence Purchase Procedures. Bidders should prepare their proposals meticulously to meet the stringent quality and compliance standards set forth by the Directorate of Procurement (Navy).
