Tender Document
Tender Description
The Directorate of Procurement (Navy), Islamabad, is procuring a range of PVMS Drugs specifically for medical use within the Pakistan Navy. This tender covers the supply of pharmaceutical items including Flunarizine 5 MG tablets, Haloperidol 5 MG tablets and ampoules, Gentamicin 100 MG ampoules, and Fluoromethalone 0.10% eye drops among others. The procurement is intended to support medical facilities in Islamabad and is governed by strict compliance with PPRA Rules 2004 and DPP&I-35 (Revised 2024).
The technical scope requires suppliers to submit detailed technical offers including brand names, manufacturer details, and compliance with shelf life and packaging standards. The medicines must have a minimum of 70% remaining shelf life at delivery, with specific exceptions for surgical disposables and lab kits. Suppliers must ensure proper labeling, cold chain compliance where applicable, and provide quality assurance documentation such as GMP certificates and DTL reports. Inspection and testing protocols are clearly defined, with penalties for substandard or spurious products.
Eligibility criteria include valid registration with DGDP (preferably permanent or provisional), active tax payer status on FBR's ATL, NTN and GST registration, and compliance with drug licensing requirements. Firms must also provide earnest money in the form of a Call Deposit Receipt as per their registration status. The tender follows a single stage two envelope bidding procedure, with technical offers evaluated first and only technically qualified firms considered for commercial bids.
Key dates include the tender publication on 22nd October 2025 and closing on 5th May 2026 at 1030 hours, with opening at 1100 hours the same day. Offers must be submitted in sealed envelopes to the Directorate of Procurement (Navy) at the Naval Residential Complex, Sector E-8, Islamabad. Bidders are advised to carefully follow the detailed instructions regarding documentation, packaging, and submission to avoid disqualification.
A practical tip for bidders is to ensure that the technical offer is complete and submitted in duplicate as required, with all supporting documents including DGDP registration, tax certificates, and GMP licenses properly attached. Failure to comply with these requirements or submission of incomplete offers will lead to rejection. Early confirmation of receipt of tender documents with the procurement office is also recommended to avoid last-minute issues.
