Tender Description

The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, suppliers, and contractors registered with income tax and sales tax departments for the supply of PVMS Drugs as per the detailed schedule in DP-2 form. This procurement is for the Pakistan Navy Medical Stores Depot (PNMSD) located in Karachi and Islamabad, with joint inspection by PNMSD, consignee, and specialist users. Items being procured include: - 70/30 Isophane Insulin (1000 IU Basal + Soluble Bolus) Vial 100,000 units - Azithromycin 500 mg Tablet/Capsule 800,000 units - Azithromycin Syrup/Suspension 50,000 units - Gentamicin Ampoule/Vial 10,000 units - Doxycycline 100 mg Tablet/Capsule 220,000 units The technical scope requires compliance with detailed specifications, including brand names, manufacturer details, and strength as per PVMS/NIV lists. Supplied medicines must have a minimum of 70% remaining shelf life at delivery, proper packaging, and clear labeling. Delivery period is from 1st July 2027 to 30th June 2028 on a supply order basis. Inspection will be conducted at PNMSD Karachi and PNS Hafeez Islamabad. Eligibility criteria include valid DGDP registration or willingness to register, Active Taxpayers List (ATL) registration with FBR, and submission of earnest money as per tender conditions. The bidding procedure follows a Single Stage Two Envelope system with separate technical and commercial offers. Earnest money must be submitted in a separate sealed envelope with the technical offer. Bids must be delivered to the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad, by 22 October 2026 at 1030 hours. Technical offers will be opened first, followed by commercial offers of technically qualified firms. A practical tip for bidders is to ensure all required documents, including DGDP registration, tax certificates, and earnest money, are properly attached and that the technical offer strictly follows the prescribed format to avoid rejection. Late or incomplete bids will be rejected. This tender is a significant opportunity for pharmaceutical suppliers to engage with the Pakistan Navy for a one-year supply contract of essential medicines.
