Tender Description
The Directorate of Procurement (Navy), Islamabad, invites sealed bids from original manufacturers, authorized distributors, and suppliers registered with income tax and sales tax departments for the supply of PVMS Drugs as per the detailed schedule in DP-2 form. This procurement is specifically for medical stores required by the Pakistan Navy Medical Stores Depot at Karachi and Islamabad, with delivery scheduled from 1st July 2027 to 30th June 2028.
Items being procured:
- Enoxaparin 60 MG Ampoule/Vial (15,000 units)
- Heparin Units Ampoule/Vial (10,000 units)
- Albumin Human Vial (2,200 units)
- Methyldopa 250 MG Tablet/Capsule (50,000 units)
- Metoprolol 25 MG Tablet/Capsule (200,000 units)
- Metoprolol 100 MG Tablet/Capsule (100,000 units)
The technical scope requires compliance with detailed specifications including brand names, manufacturer details, and adherence to shelf life requirements. Supplied medicines must have a minimum of 70% remaining shelf life at delivery, proper packaging, and clear labeling including batch numbers and expiry dates. Inspection will be conducted jointly by PNMSD and consignee representatives. Firms must be registered or willing to register with DGDP and comply with PPRA Rules 2004 and DPP&I-35 (Revised 2024). Earnest money must be submitted as per prescribed rates, and bids must be submitted in three sealed envelopes: Technical Offer (in duplicate), Earnest Money, and Commercial Offer.
The tender follows a Single Stage Two Envelope bidding procedure. Technical offers will be evaluated first, and only technically qualified firms will have their commercial offers opened. Validity of offers must be at least 120 days from the commercial opening date. Delivery will be on FOR/DDP basis with payment terms of 80% after inspection and 20% after issuance of CRV.
Bids must reach the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad, by 22 October 2026 at 1030 hours. Late submissions will not be accepted. Bidders should ensure all required documents including treasury challan, DGDP registration, tax certificates, and technical compliance forms are included. One practical tip for bidders is to carefully prepare the technical offer strictly as per Annex-A of DP-2 and ensure all compliance remarks are clearly indicated to avoid rejection during technical scrutiny.
