Supply and Refilling of Drinking Water Bottles (19-LTR) Through Dispensers in LESCO Offices

The Lahore Electric Supply Company (LESCO) Admn Directorate invites bids for the supply and refilling of drinking water bottles (19 liter) through dispensers in various LESCO offices located primarily in Lahore. This procurement is planned for the financial year 2026-27 and aims to ensure continuous availability of potable water at designated offices. Items being procured: - Supply / Refilling of drinking water bottles (19 liter) quantity 40,000 bottles annually The supplier shall provide water bottles in approved food grade sterilized plastic bottles of 19 liters capacity. The bottles must maintain the taste, color, and quality of water without any undesirable changes. The supplier is responsible for delivering the water daily, thrice a week, or as per the requirement of the Administration Department. Delivery locations include multiple LESCO offices such as CEO LESCO Office, GM Operations Office, Chief Engineer Offices, Commercial Director Office, Administration Director Office, Customer Services Center, and others all situated in Lahore. The supplier shall also provide water dispensers with hot and cold output free of cost against each 10 bottles supplied, including storage compartment stands at designated offices. Maintenance of these dispensers is the vendor's responsibility. The contract duration is one year, extendable for two years with mutual consent. The rate quoted must be inclusive of all applicable taxes including GST and must not exceed the retail price of the brand at the time of bid evaluation and contract period. Eligibility criteria include valid registration with FBR, Punjab Food Authority certification, valid PSQCA license, satisfactory PCRWR annual reports, and submission of audited financial reports for the last three years. Bid security of 5% is required. The procurement will follow Least Cost Based Selection (LCBS) technique. Bids must be submitted online through EPADS v2.0 by July 22, 2026, 11:30 AM. The technical and financial bids will be opened on the same day at 12:00 PM. A practical tip for bidders: Ensure timely submission of the original bid security physically at LESCO Head Office Lahore before the deadline, as failure to do so will result in disqualification. Also, register on EPADS v2.0 well in advance to avoid last-minute technical issues.
