Supply of Stationery, Computer Stationery and Miscellaneous Items for Ministry of Energy Petroleum Division Islamabad

The Ministry of Energy Petroleum Division, Government of Pakistan, Islamabad, invites sealed tenders from well reputed firms, vendors, and suppliers with established offices in Islamabad or Rawalpindi. The procurement is for Stationery, Computer Stationery, and miscellaneous items required during the financial year 2026-27. Items being procured: - Stationery - Computer Stationery - Miscellaneous items The procurement will follow a Quality & Cost Based Selection (QCBS) method under a single stage one envelope bidding process. Bidders must provide proof of registration with the Sales Tax Department, NTN/General Sales Tax Numbers, and be on the Active Taxpayer List (ATL) of FBR. An Earnest Money (Security deposit) of Rs. 300,000/- is required in the form of Bank Draft or Pay Order in favor of Drawing & Disbursing Officer (DDO), Petroleum Division, Pak Secretariat, Islamabad. Cheques will not be accepted. Earnest money of unsuccessful bidders will be refunded after tender opening, while successful bidders' earnest money will convert to Security Deposit. Bids must clearly indicate rates item-wise in Pakistani Rupees and rates without GST will be considered valid until 30.06.2027. Suppliers must submit affidavits on stamp paper of Rs. 100/- confirming no litigation or blacklisting and Rs. 50/- confirming genuineness and specification compliance of supplied items. Tender documents and item lists can be obtained from the E-PADS portal (http://eprocure.gov.pk) after paying a non-refundable fee of Rs. 1000. Proposals must be submitted electronically via E-PADS (https://eprocure.gov.pk) by 1100 hrs on 15th October 2026, with opening at 1130 hrs the same day. E-tenders without bid security will be rejected. If the last day is a holiday, the deadline will extend to the next working day. A practical tip for bidders: Ensure all required documents, including valid registration, NTN, ATL status, and bid security, are complete and attached electronically to avoid disqualification. Early submission is advised to handle any technical issues on the E-PADS portal.
