Tender Description
The Ministry of Commerce, Government of Pakistan, Islamabad, invites bids for the supply, fixation, commissioning, and one year maintenance of Stationery, IT Equipment, Machinery, and Miscellaneous/other items. This procurement is approved by the competent authority and covers a wide range of items as detailed in the enclosed list of quantities which includes technical specifications, dimensions, make, finishing, and all necessary accessories and consumables required for supply, testing, commissioning, and maintenance.

The scope includes delivery to the Ministry within 10 days of receipt of the supply order, with all items brand new and in original manufacturer packaging. The Ministry reserves the right to inspect manufacturing premises during production. Bidders must provide a 5% performance guarantee in the form of CDR or Bank Guarantee valid through the warranty period of one year. Warranty covers defects in material and workmanship with technical support available on call, and any defective components will be repaired or replaced free of cost within 24 hours of notification.
Eligibility requires valid Income Tax and Sales Tax registration certificates, and bidders must not be blacklisted by any government department. Bids will be evaluated first on technical compliance, then financial proposals of technically qualified bidders will be opened publicly. The Ministry may award contracts to more than one bidder based on lowest rates item-wise and reserves the right to increase or decrease quantities or cancel the tender without assigning reasons.
The payment will be made within 30 days of invoice receipt after satisfactory delivery, installation, and commissioning. No advance payments will be made. Liquidated damages of 5% per day up to 10 days apply for late delivery, after which the contract may be cancelled and completed at the risk and cost of the defaulting bidder.
Bidders are advised to carefully follow all terms and conditions, submit earnest money of 5%, and ensure all pages of the tender are properly signed.
