Original toner bidders require manufacturer authorization or business-partner certification, while compatible toner bidders require an origin certificate or manufacturer authorization. Firms must submit valid NTN, STR, professional tax or firm-registration evidence, recent tax returns, relevant experience, a registered Islamabad or Rawalpindi office, and at least five verifiable performance certificates. Technical responsiveness requires at least 60 percent of evaluation marks. A non-refundable **Rs. 10,000** list fee pay order is required. Category bid securities range from **Rs. 800,000** to **Rs. 1,000,000**.
