Tender Description

The Ministry of Kashmir Affairs, Gilgit-Baltistan and States and Frontier Regions Islamabad is procuring a comprehensive range of stationery, computer stationery, printing and publication items, as well as multicolor display printing work for fairs and exhibitions during the financial year 2026-2027. This tender covers two main categories: Category A includes supply and purchase of various stationery items such as registers, ball pens, computer papers, flash drives, toners, and miscellaneous office supplies. Category B involves multicolor display printing work for events like Youm-E-Istehsal, Black Day, Kashmir Solidarity Day, and other special government tasks. The scope includes supply, installation, transportation, and removal of publicity materials such as panaflex banners, flags, stage setups, and sound systems primarily in Islamabad and Rawalpindi. Bidders must be well-established firms registered for GST with offices or warehouses in Islamabad or Rawalpindi. Minimum experience required is 3 years for Category A and 8 years for Category B in relevant fields. Firms must be active taxpayers listed in the FBR active tax payer list and possess a valid vendor number in AGPR. A Call Deposit/Pay Order of Rs. 600,000 for Category A and Rs. 3,000,000 for Category B is required as security deposit, refundable after the financial year closure. Technical and financial bids must be submitted separately in sealed envelopes clearly marked. The bids will be evaluated on the basis of lowest rates per unit including all taxes and quality assessment by the purchase committee. The tender documents can be obtained from the Ministry office on payment of Rs. 3,000 (non-refundable). Bids must be submitted by 9th July 2026 at 11:00 AM at the Ministry's Committee Room, Pak Secretariat Islamabad, with opening at 11:30 AM the same day. Bidders or their authorized representatives are encouraged to attend the opening. Submission through the PPRA e-Procurement portal is also accepted.
