Tender Description
The Directorate of Procurement (Navy) Islamabad invites qualified suppliers to participate in the procurement of various stores and equipment as detailed in the tender documents. This procurement is specifically for the Directorate of Procurement (Navy) located at Naval Residential Complex, Sector E-8, Islamabad Capital Territory. The scope includes supply of stores, equipment, and related services as per the specifications outlined in the Schedule to Tender (Form DP-2). Suppliers must submit their offers in sealed envelopes containing separate technical and commercial proposals. The technical offer should include all relevant specifications, literature, and compliance documents without prices, while the commercial offer must clearly indicate prices, taxes, duties, and other charges separately.
Eligibility criteria require firms to be registered or willing to register with DGDP and possess valid FBR/ATL registration. Firms must demonstrate financial and technical capability, and submit Earnest Money in the form of a Call Deposit Receipt as specified. The tender documents emphasize strict compliance with PPRA Rules 2004 and Defence Purchase Procedures. The submission deadline is strictly enforced, with late submissions not entertained. Tender validity is 120 days from the date of commercial opening or until 30th June, whichever is later.
Bidders should ensure all required forms (DP-1, DP-2, DP-3) and supporting documents such as OEM certificates, tax filings, and bank challans are included. The tender opening will be conducted in two stages: technical evaluation followed by commercial opening for technically accepted bids.
A practical tip for bidders is to carefully prepare the technical offer ensuring full compliance with specifications and to avoid any conditional or incomplete submissions, as these will lead to disqualification. Also, confirm receipt of tender documents with the Directorate prior to opening date to avoid any postal delays. This tender offers a significant opportunity to supply to a key federal procurement agency with clear guidelines and structured submission requirements.
