Tender Description
This tender invites qualified firms to supply stores and equipment to the Directorate of Procurement (Navy) located in Islamabad. The procurement focuses on IT and office equipment essential for naval operations and administrative functions within the Naval Residential Complex Sector E-8. The scope includes submission of technical and commercial offers in sealed envelopes, with detailed documentation such as bank challans, authorization letters, technical specifications, and DGDP registration proof.
The procurement process requires firms to comply with the Defence Purchase Procedure & Instructions (DPP&I) and PPRA Rules 2004. The technical offer must be submitted in duplicate without prices, while the commercial offer should clearly state prices and taxes separately. Earnest money in the form of a Call Deposit Receipt (CDR) is mandatory, with amounts varying based on firm registration status. The site location in Islamabad demands adherence to strict security and quality standards, with inspections conducted by nominated Pakistan Navy teams.
Bidders should ensure they meet PEC category requirements and maintain valid FBR/ATL status for the financial year 2025-26. Registration with DGDP is compulsory or firms must be willing to register before contract award. The tender validity period is 120 days from the commercial offer opening date or until 30th June, whichever is later. Firms must also provide a bank guarantee for performance security and comply with integrity pact provisions to avoid disqualification.
The submission deadline is set for 23:59:59 on the closing date, with technical bids opened first followed by commercial bids. Offers must be delivered physically to the Directorate of Procurement (Navy) through Bahria Gate near SNIDS Centre, CDA Market, Naval Residential Complex Sector E-8, Islamabad. Late submissions will be rejected without exception.
Pro-Tip: Carefully review the tender advertisement for specific stamp duty and earnest money requirements, as missing these can lead to immediate disqualification. Also, ensure all forms DP-1, DP-2, and DP-3 are duly signed and attached to avoid rejection.
