Tender Description
The Directorate of Procurement (Navy), located at Naval Residential Complex E-8, Islamabad, is inviting sealed bids for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is open to registered and eligible firms who can meet the technical and financial requirements set by the department. The tender process is governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024), and all bidders are advised to familiarize themselves with these regulations before submitting their offers.

Bidders must submit their proposals in three sealed envelopes: (1) Technical Offer in duplicate, (2) Earnest Money, and (3) Commercial Offer. The technical offer should include documents such as bank challan, principal authorization letter, principal invoice (without price), DP-1 and DP-2 forms, technical specs, annexes, DGDP registration letter, income tax and sales tax proofs, CEO details, OEM Certificate of Conformance, and country of origin. The commercial offer must be in a single copy and clearly marked, while the earnest money must be submitted separately as a Call Deposit Receipt (CDR) in favor of CMA (DP), Rawalpindi, according to the specified rates for registered and unregistered firms.
Eligibility criteria include registration with DGDP (or provisional registration if not already registered), submission of all required forms and certificates, and compliance with technical specifications. Firms must also provide proof of financial capability, NTN, GST registration, and other supporting documents as listed in the tender instructions. Offers must be valid for 120 days from the date of opening of the commercial/financial proposal or until 30th June, whichever is later.
Bids must be submitted to the Directorate of Procurement (Navy), Islamabad, by the deadline specified in the Schedule to Tender. Only legitimate representatives of the firm will be allowed to attend the tender opening. A practical tip: Ensure that all documents, especially the Earnest Money, are placed in the correct envelope as per instructions to avoid disqualification.
