Tender Description
The Directorate of Procurement (Navy), located at Naval Residential Complex E-8, Islamabad, invites sealed bids for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is open to eligible firms who can provide the required items and services in accordance with the technical and commercial specifications outlined by the department.

Bidders are required to submit their proposals in three sealed envelopes: (1) Technical Offer in duplicate, (2) Earnest Money, and (3) Commercial Offer. The technical offer must include documents such as bank challan, principal authorization letter, principal invoice (muted), DP-1 and DP-2 forms, technical specs, annexes, DGDP registration letter, income tax and sales tax proofs, CEO credentials, and OEM Certificate of Conformance where applicable. The commercial offer should be a single original copy and must not include prices in the technical envelope. Earnest Money must be submitted separately as a Call Deposit Receipt (CDR) in favor of CMA (DP), Rawalpindi, with rates depending on the registration status of the firm.
Eligibility requires firms to be registered with FBR/ATL, possess relevant experience, and comply with all technical and financial requirements. Provisional registration with DGDP is mandatory for contract award. The validity of quotations is 120 days from the date of opening or until 30th June, whichever is later. Tenders received after the deadline will not be entertained. The submission address is the Directorate of Procurement (Navy), Islamabad.
A practical tip: Ensure all required forms (DP-1, DP-2, DP-3) and supporting documents are properly filled, signed, and included in the technical envelope to avoid disqualification. Double-check that Earnest Money is in a separate envelope as per instructions.
