Tender Description
The Directorate of Procurement (Navy) Islamabad is inviting bids for the supply of various stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is specifically for the Pakistan Navy and is based in Islamabad. The tender requires submission of a comprehensive technical offer, earnest money, and a commercial offer in separate sealed envelopes. The technical offer must include documents such as bank challan, principal authorization letter, invoices, compliance forms, DGDP registration letter, tax proofs, and OEM certificates among others.
The scope covers supply of stores and equipment with detailed technical specifications and compliance requirements. The tender emphasizes strict adherence to PPRA rules and DGDP contract conditions. Firms must be registered or willing to register with DGDP and possess the necessary financial and technical capabilities. The tender documents also specify the need for earnest money in a separate envelope and detailed commercial offers with clear pricing. The submission deadline is by the end of June 2024, with tenders to be delivered to the Directorate of Procurement (Navy) office in Islamabad.
Eligibility criteria include valid DGDP registration or willingness to register, NTN and sales tax registration, and compliance with financial and technical requirements. Firms must also provide a call deposit receipt (CDR) for earnest money in favor of CMA (DP) Rawalpindi. The tender process includes technical scrutiny followed by commercial offer opening for technically accepted bids. A practical tip for bidders is to ensure all required forms (DP-1, DP-2, DP-3) and annexes are duly filled, signed, and submitted in duplicate to avoid disqualification. Proper packaging of earnest money separately is critical to prevent rejection.
This tender offers a significant opportunity for suppliers with experience in defense procurement and compliance with DGDP and PPRA regulations. Interested firms should carefully review all tender conditions and prepare their bids accordingly to meet the stringent requirements of the Pakistan Navy procurement process.
