Tender Description
The Directorate of Procurement (Navy), located at Naval Residential Complex Sector E-8, Islamabad, invites qualified suppliers to submit their bids for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is aimed at fulfilling the operational requirements of the Pakistan Navy through a transparent and competitive bidding process.

Bidders must prepare their technical and commercial offers in strict compliance with the instructions provided. The technical offer should be submitted in duplicate, including all relevant specifications, literature, and compliance metrics without prices. The commercial offer must clearly indicate prices, taxes, duties, freight, and insurance charges separately. Earnest Money in the form of a Call Deposit Receipt (CDR) is mandatory and must be submitted as per the specified rates depending on the firm's registration status.
The scope includes supply of brand new stores with warranty and guarantee as per DP-15 form. Inspection will be conducted by authorized personnel including CINS and specialist users. Firms must be registered or willing to register with DGDP and comply with all PPRA Rules 2004 and Defence Purchase Procedures. Submission must be in sealed envelopes clearly marked Technical Offer, Earnest Money, and Commercial Offer, all enclosed in a single sealed cover addressed to the Directorate of Procurement (Navy) at the specified address.
Eligibility criteria include valid DGDP registration, NTN, GST registration, and financial capability proof. The tender validity period is 120 days from the commercial opening date or until 30th June whichever is later. Late submissions will not be entertained. Bidders are advised to carefully review all terms and conditions, including the Integrity Pact and non-disclosure agreements.
