Tender Description
The Securities and Exchange Commission of Pakistan (SECP), located in Islamabad, is procuring the Support and Subscription Renewal for Red Hat OpenShift Kubernetes Engine. This procurement is specific to the renewal of licenses for Red Hat OpenShift Kubernetes Engine, Standard edition, covering 24 cores or 4 vCPUs, with a renewal date set for June 6, 2026. The scope includes the provision of software licenses and related support services to ensure uninterrupted operation and compliance with the latest software standards.
The technical scope requires bidders to provide renewal licenses as per the specified quantity and duration of one year. Bidders must be authorized dealers or partners of the software OEM, Red Hat, and must submit a valid partnership letter as part of their technical proposal. The procurement follows a Single Stage One Envelope procedure under the Public Procurement Rules 2004, ensuring transparency and competitiveness.
Eligibility criteria include registration with the Federal Board of Revenue (FBR) and being on the Active Taxpayers List (ATL) for income and sales tax. Joint ventures or consortiums are not allowed. Bidders must also submit a bid security of Rs. 150,000 in the form of a Bankers Cheque (Pay Order) before the bid closing time. The bid validity period is 120 days.
Key dates include the publication date of April 9, 2026, and the bid closing and submission deadline on April 28, 2026, at 14:30 hours via the e-Pak Acquisition & Disposal System (EPADS). Bids will be publicly opened the same day at 15:00 hours at the SECP office in Islamabad. The submission method is exclusively electronic through EPADS.
A practical tip for bidders is to ensure timely submission of the original bid security to the procuring agency before the closing time, as failure to do so will result in rejection of the bid. Additionally, bidders should carefully review the technical compliance sheet and provide all required documentation, including the manufacturer's authorization and notarized affidavits, to avoid disqualification during the technical evaluation phase.
This tender offers a valuable opportunity for authorized Red Hat partners in Pakistan to secure a contract with a prestigious government regulatory body, emphasizing the importance of compliance with all procedural and technical requirements to succeed.
