Tender Description
The Material Management Directorate of Islamabad Electric Supply Company (IESCO) in Islamabad Capital Territory is procuring a T-58 Testing Bench for Single Phase and Three Phase Energy Meters. This procurement is planned for the financial year 2026-27 and is intended to support the testing and quality assurance of energy meters used in the region.
Items being procured:
- Testing Bench for S/Phase & 3/Phase Energy Meter (Quantity: 1)
The testing bench must conform to relevant local and international standards for power meters. Each procured equipment will be assigned a unique serial number following a specified format to ensure traceability and quality control. The serial number will be permanently marked on the equipment in a location resistant to wear and tear.
The scope includes delivery to the Rawalpindi Regional Store within 120 days. The procurement follows a Least Cost Based Selection (LCBS) method under the Public Procurement Rules, 2004. Eligible bidders must be registered with DISCOS/NTDC, have valid FBR registration, and demonstrate an average annual turnover of at least Rs. 10 million over the last two years. Experience of at least two years in manufacturing or supplying similar equipment is required. Bidders must also provide declarations regarding no blacklisting, use of prime materials, and compliance with WAPDA/NTDC specifications.
The technical bid and financial bid must be submitted through the EPADS v2.0 system by Tuesday, August 18, 2026, at 10:30 AM. Manual submissions are not accepted. The bid opening will be conducted on the same day at 11:00 AM via EPADS. The bid security must be submitted physically to IESCO Headquarters before the deadline. The contract will require a performance guarantee of 5% of the contract price.
