Tender Description
This tender invites qualified firms to join a prequalified panel for technical audit services under the Universal Service Fund (USF) programs NG-OFNS and NG-BSD in Islamabad. The Universal Service Fund requires expert auditors to verify the deployment and quality of telecom infrastructure and services in underserved areas, ensuring compliance with contractual obligations and quality standards.
The scope includes auditing optical fiber networks and broadband cellular infrastructure, including civil, mechanical, and electrical works. Auditors will verify milestone data, conduct field inspections, perform technical tests such as OTDR and drive tests, and certify project completion or identify deficiencies. The work demands thorough knowledge of telecom network audit methodologies, licensed tools, and adherence to USF audit protocols. The projects are located in various underserved regions, with Islamabad as the administrative center.
Bidders must be incorporated for at least three years, have relevant national-level experience, and comply with PEC and FBR requirements including ATL status. The evaluation criteria emphasize technical expertise, audit methodology, team qualifications, and company-owned tools. Compliance with PPRA rules and USF ethical standards is mandatory.
Submission deadline is on the 1st of April 2026 at 11:00 AM PST, with technical proposals to be uploaded on the e-PADS portal. Opening of bids will occur the same day at 11:30 AM. The physical address for correspondence is 3rd Floor, Evacuee Trust Complex, Agha Khan Road, F-5/1, Islamabad.
Pro-Tip: Ensure your technical proposal includes a detailed compliance checklist cross-referenced with the RFP clauses and attach all required certifications and undertakings on stamp paper to avoid disqualification. Also, verify your ATL status online before submission to meet tax compliance requirements.
