Tender Description
This consultancy opportunity is based in Karachi under the Planning and Development Department, Government of Sindh, focusing on strengthening internal control systems and operational SOPs within the public sector. The assignment falls under the consultancy category and aims to enhance governance and operational efficiency.
The consultant will conduct a rapid assessment of existing internal controls and SOPs, identifying gaps and risks in financial, procurement, and administrative workflows. The scope includes developing a simplified internal control framework aligned with public sector financial management principles and standardizing operational procedures. The work will be carried out at the Sindh Water and Agriculture Transformation Project Coordination & Monitoring Unit, addressing challenges related to compliance with SPPRA rules and public sector governance.
Consultants should hold a minimum Master's degree from an HEC-recognized institute and have 5 to 7 years of relevant experience in internal controls, internal audit, governance frameworks, or SOP development. Proven experience with at least two similar assignments and familiarity with public sector or donor-funded projects is preferred. Compliance with PEC categories and FBR/ATL status is essential, and candidates must provide an affidavit confirming they are not blacklisted. The assignment duration is two weeks, with payments linked to deliverables.
The submission deadline is set for 15 days from the publication date, with the technical and financial bids to be submitted through the e-Pak Acquisition and Disposal System. The physical office for coordination is located at the 2nd Floor, Sindh Bureau of Statistics Building, Clifton, Karachi. The tender opening and evaluation will follow SPPRA rules, ensuring transparency and merit-based selection.
