Tender Description
This tender invites qualified corporate law firms and panels of lawyers in Islamabad to provide expert legal representation and advisory services to the Islamabad Healthcare Regulatory Authority (IHRA). The scope includes pleading and defending IHRA in the Supreme Court, High Courts, District Courts, tribunals, commissions, ombudsman offices, and other judicial forums. The department seeks firms with strong experience in regulatory laws and government sector legal matters, ensuring robust legal support for IHRA's regulatory functions.
The work involves comprehensive legal representation across multiple judicial levels in Islamabad, requiring firms to have a functional office in the city and at least five years of practicing experience in High Courts. The legal teams must be adept at handling corporate, constitutional, and regulatory law issues, including government procurement laws and day-to-day legal, HR, and tax matters. This tender demands firms with excellent legal drafting and evaluation skills, capable of providing timely and precise legal opinions and advice.
Bidders must be registered with relevant regulatory and tax authorities and appear on the Active Tax Payers List. Preference is given to firms with prior experience in regulatory or public sector legal work. Compliance with PEC categories is not applicable here, but firms must maintain valid FBR/ATL status for the financial year 2025-26. The tender emphasizes submitting detailed profiles, CVs of senior team members, and a representation of eligibility and expertise.
The submission deadline is set for 17 April 2026 at 12:00 PM, with bid opening at 12:30 PM on the same day. Proposals must be submitted in hard copy at the IHRA office located on the 3rd Floor, PRCS Building, Sufi Tabasum Road, H-8, Islamabad. The department reserves the right to reject any or all proposals as per PPRA Rule-33.
