Tender Description
This tender invites consultancy firms to provide technical, financial, and legal feasibility services for the KPHA Nishterabad project in Peshawar under a Public-Private Partnership (PPP) model. The Khyber Pakhtunkhwa Housing Authority requires expert evaluation to ensure the project's viability and compliance with regulatory frameworks.
The consultancy scope includes detailed feasibility studies covering technical design, financial structuring, and legal frameworks essential for successful PPP execution. Located in Nishterabad, Peshawar, the project demands thorough analysis of local conditions and regulatory requirements to mitigate risks and optimize outcomes. Firms must be registered with EPADS, PEC, FBR, KP Revenue Authority, and relevant professional bodies such as SECP or ICAP.
Bidders should ensure their PEC registration and FBR Active Taxpayer List (ATL) status are current for the 2025-26 financial year. Compliance with these requirements is critical to avoid disqualification. The tender follows the Quality Cum Cost Based Selection (QCBS) method, balancing technical merit and financial competitiveness.
Proposals must be submitted electronically via the EPADS portal by the deadline of 26 March 2026 at 12:00 PM, with technical bids opening at 12:30 PM the same day. A pre-proposal meeting is scheduled for 12 March 2026 at 12:00 PM at the KPHA office on University Road, ATI Campus, Peshawar. Financial bids of technically qualified firms will be opened later, with details communicated accordingly.
Pro-Tip: Carefully review the RFP documents for specific Earnest Money and Call Deposit Receipt (CDR) requirements, as these are often overlooked and can lead to bid rejection. Also, ensure all uploaded documents on EPADS are clear and readable to avoid technical disqualification.
