Tender Description
This tender invites qualified firms to conduct a third-party assessment of the DigiSkills.pk program in Islamabad under the Ministry of Information Technology & Telecom and Ignite National Technology Fund. The assessment focuses on validating enrolments, participation, engagement, and the program's impact on Pakistan's freelancing ecosystem, including earnings and inclusion of women and youth.
The scope covers comprehensive data validation, demographic analysis, freelancing market alignment, earnings estimation, and policy recommendations. The project requires a multidisciplinary team with expertise in impact evaluation, data analytics, and digital economy. The assessment will be evidence-based and methodologically rigorous, covering program phases from 2018 to 2025.
Bidders must comply with PEC categories, be active taxpayers with FBR registration, and submit technical and financial proposals separately. The financial proposal must include all applicable taxes.
