Tender Description
The National University of Sciences and Technology (NUST) Islamabad is seeking to engage a reputable international consulting firm with a local office in Pakistan. The firm will be responsible for reviewing, assessing, and optimizing the business and financial model of NUST's H-12 campus. This consultancy aims to support NUST's strategic ambitions to be ranked among the top 100 universities globally by providing a comprehensive financial assessment, feasibility modeling, and funding options analysis.
The scope includes delivering a current state financial assessment report, a financial model in MS Excel, and a financial feasibility report. The assignment duration is expected to be 16 to 20 weeks from contract award. The consultant must demonstrate international affiliation, annual revenue from Pakistan operations, and extensive experience in financial consultancy services for public and private sectors, especially in education and industrial zones.
Eligibility requires registration with FBR for income and sales tax, active status on the FBR Active Taxpayer List, and registration as a CA firm or consultancy company with SECP/ICAP. Affidavits confirming no blacklisting or litigation are mandatory. Bidders must submit bids through the EPADS system by 8 July 2026 before 1100 hrs, with electronic bids opening the same day at 1130 hrs at NUST H-12 campus.
A refundable bid security of Rs. 1,000,000 is required at bid opening, and a non-refundable processing fee of Rs. 10,000 must be submitted physically. The technical bid will be evaluated on organizational strength, consultant experience, project team qualifications, and approach methodology. A minimum technical score of 70% is required to qualify.
For bidders, it is crucial to ensure all required documents are complete and submitted timely through EPADS, and to attend the pre-bid meeting on 30 June 2026 at 1100 hrs for clarifications. Proper preparation of the technical proposal addressing all evaluation criteria will significantly enhance chances of success.
