Third Party Evaluation and Validation Services for PSDP-Funded Railway Projects

The Ministry of Railways, Government of Pakistan, Islamabad, is procuring Third Party Evaluation and Validation (TPE/V) services for five ongoing PSDP-funded railway projects. These projects include Thar Rail Connectivity with Port Qasim, manufacture of high-capacity bogie wagons and passenger coaches, special repair of diesel electric locomotives, immediate track safety works on Rohri–Kotri section, and rehabilitation of track maintenance machines. Items being procured: - Third Party Evaluation and Validation services for Thar Rail Connectivity Project - TPE/V for Manufacture of High-Capacity Bogie Wagons and Passenger Coaches - TPE/V for Special Repair of 100 Diesel Electric Locomotives - TPE/V for Immediate Track Safety Works on Rohri–Kotri Section - TPE/V for Rehabilitation of Track Maintenance Machines The scope includes desk review of project documentation, financial and physical progress analysis, field validation through site visits and stakeholder interviews, quality assessment, procurement compliance verification, and preparation of detailed reports including inception, draft, and final TPE/V reports. The consultant will coordinate with project directors and the Ministry's focal person, ensuring confidentiality and adherence to professional ethics. Eligibility requires valid PEC or PCATP registration, FBR active taxpayer status, audited financial statements, and experience of at least six TPE/V assignments on PSDP projects above Rs. 4 billion. Key personnel must have relevant qualifications and experience. The contract duration is three months with staged deliverables and payments. The mandatory pre-bid meeting is on 8th July 2026 at 1100 hours in Islamabad. Proposals must be submitted in hard and soft copies by 22nd July 2026 at 1400 hours to the Director General Planning, Ministry of Railways, Islamabad. Earnest Money and CDR requirements are as per PPRA rules. A practical tip for bidders: ensure full compliance with the detailed technical proposal requirements and submit all supporting documents including conflict of interest declaration to avoid disqualification. Timely submission and attendance at the pre-bid meeting are critical for eligibility.
