Tender Description
The Ministry of Planning Development and Special Initiatives, Government of Pakistan, Islamabad, invites well reputed firms, joint ventures, consortia, and individual consultants to submit proposals for third party monitoring, evaluation, validation, inspection, and design review services of PSDP projects. This procurement is specifically for the Ministry's Planning Commission and covers a wide range of sectors including infrastructure, social, and production sectors.

The scope includes comprehensive third-party services for monitoring, evaluation, validation, inspection, and design review of PSDP projects across these sectors. Firms must be registered with PEC, Pakistan Council of Architecture and Town Planners (PCATP), Income Tax, SECP, and be on the Active Taxpayer List (ATL) of FBR. Pre-qualification will be valid until June 2028. Separate proposals must be submitted for each sector if applying for multiple sectors.
The submission deadline is **21st July 2026 at 1400 hours**. Proposals must be uploaded on the PPRA's e-procurement portal and a hard copy clearly indicating the relevant sector must reach the Project Director, Ministry of Planning Development and Special Initiatives, Sector H-8/1, PPMI Complex, Islamabad. Proposals will be publicly opened the same day at 1430 hours in Committee Room No. 1, P-Block, Ministry of PD&SI, Islamabad.
A practical tip for bidders: Ensure your firm’s registration and tax documentation are fully updated and clearly referenced in your proposal to avoid disqualification. Also, carefully indicate the sector name on the envelope and submit separate proposals for each sector to comply with the tender requirements.
