Third-Party Performance Audit of Oil and Gas Regulatory Authority (OGRA)

The Oil and Gas Regulatory Authority (OGRA), based in Islamabad, is seeking consultancy services for an independent third-party Performance Audit of its regulatory functions. This assignment aims to evaluate OGRA's regulatory effectiveness, governance standards, market oversight, and operational efficiency, culminating in actionable recommendations aligned with international best practices. The consultancy is open to internationally reputed firms with a minimum of 20 years of general experience and 15 years of specific experience in performance audits within the energy and regulatory sectors, corporate and public business process reviews, business transformation, HR restructuring, digitization, and automation. Items being procured: - Third-party performance audit services - Institutional and governance review - Benchmarking against international best practices - Regulatory effectiveness assessment including licensing, compliance monitoring, tariff determination, enforcement, and dispute resolution - Operational efficiency assessment covering workflow, resource utilization, and performance management - Financial and administrative review including resource utilization, HR policies, procurement, and auditing - Stakeholder engagement and consumer protection evaluation - Development of reform proposals and a prioritized implementation roadmap The scope includes a comprehensive evaluation of OGRA's mandate, governance framework, organizational structure, and operational processes. The consultant will benchmark OGRA against international regulatory authorities and recommend modernization and reform measures. The assignment requires submission of an audit plan, methodology, and a final report within 120 days of contract signing. The consultant must coordinate with OGRA for data collection and present findings to the Authority. Eligibility criteria include registration with income and sales tax departments, proven experience in similar assignments, and the ability to provide a qualified team. The bid must include a bid security of PKR 1,750,000 and be submitted electronically via EPADS v2.0 by the deadline. Manual submissions will not be accepted. The financial bid should be lump sum and valid for six months.
